The correct English expression ought to be:

"Below is part of an advice your 'distinguished' deputy sports Minister, Nii Nortey Duah told stranded Blackstars supporters at the El-Wak sports stadium after this stupid NDC administration HAD promised to fly them to watch the world cup matches at taxpayers expense."
